I'm not the pipewire maintainer, but I noticed this bug was open and happen to 
use XFCE and both my volume control and keyboard volume keys are working. I 
don't know why pulseaudio was removed from your system, but if things are not 
in a working state for you, it's safe to put it back. Here's the current state

As you can see, they coexist and I have not attempted to install things like 
pipewire-pulse (which would begin trying to replace pipewire's server with 
pulseaudio's) nor pipewire-audio-client-libraries which would try to intercept 
attempts to use those audio systems' libraries. I'm interested in moving to 
pipewire to replace pulse when it's deemed "not experimental", but I'm not 
quite ready to break my audio setup just yet. 😁
