/etc/snmp/snmpd.conf is owned by root:root with mode 600 (since the
3.4-2 release), but it runs as a limited user (Debian-snmp) so it can't
re-read its own configuration once it has changed user.

Either the limited user needs to be able to read the file (change
group or mode), or the reload option should be removed.
