I have a similar issue, though I am unsure if it has the exact same cause. In 
my case, bind9 refuses to start because ldap.so attempts to load an older 
version of libdns-*-Debian.so (namely, libdns-9.16.21-Debian.so). The version 
available in sid is 9.17.19-2, and the one in bullseye is 9.16.15. Neither of 
these satisfy ldap.so, and so the startup fails.

Incidentally, this is a blocker for freeipa-server as well.
