It says "manual". Should not that be "auto"? The postgresql package
11+200+deb10u3 was installed on 2021-08-10, then upgraded to
11+200+deb10u4 on 2021-08-15 and then upgraded to 13+225 the same day
with the upgrade to bullseye.
$ ls -l /etc/postgresql/13/main/start.conf
-rw-r--r-- 1 postgres postgres 156 Aug 15 11:24
/etc/postgresql/13/main/start.conf
$ cat /etc/postgresql/13/main/start.conf
