libstdc++-arm-none-eabi build-depends on the gcc-arm-none-eabi-source binary package which is no longer built by the gcc-arm-none-eabi source package. It is still present in unstable as a cruft package but is completely gone from testing. Keith's comment when removing the package was "Why did this exist?", so I would guess that he did not check reverse build-dependencies.
