I corresponded with Moo's maintainer and others on IRC. Moo does not have any hard prerequisites on XS modules so it can be used in places without a compiler. The upstream decision is essentially for use cases that do not apply here: fatpacking or building from source without a compiler. The consensus seemed to be that it was reasonable to have Class::XSAccessor listed as a hard prerequisite when packaging for Debian. Thanks! Kind regards, Felix Lechner
