Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
cwltool could not be built reproducibly.

This is because a file generated during the tests can end up in the
binary package with one of two potential contents, specifically:

│ │ │ ├── ./usr/lib/python3.10/dist-packages/out
│ │ │ │ @@ -1 +1 @@
│ │ │ │ -override
│ │ │ │ +override_super

Patch attached that deletes this [test-related] file, which probably
shouldn't be shipped under dist-packages/ anyway.
