We finalized the symbol file and uploaded to unstable.
Doesn't build on s390x thus it will not migrate to testing; at least

The problem is that LERC does not supports BE upstream.
Please note that liblerc only supports LE architectures.

I agree with you, but, as I said before, BE is not supported upstream at
the moment and an implementation could be tricky IMHO.
So yes, I would say that it is hard to provide BE support in the near
future.
I have prepared a very small patch for libtiff.
You can find it on salsa [1].
