Disclaimer: I'm not the maintainer of libfile-rsyncp-perl but I'm one
of the maintainers of BackupPC (X-Debbugs-Cc'ed the team) to which
this package belonged before Ludovic (X-Debbugs-Cc'ed) orphaned
BackupPC (see https://bugs.debian.org/887490) but seems to have
forgotten to orphan the related libfile-rsyncp-perl as well. So this
request is half RoQA (as I'm not really the maintainer), half RoM
(with my Debian BackupPC Team hat on).

Anyway, please remove libfile-rsyncp-perl from Debian Unstable:

* It currently has 3 RC bugs without any reaction from the package
  maintainer: Missing required d/rules targets, dh compat 5 or 6,
  missing source for a configure script. The oldest one is over 2
  years old.

* It FTBFS since the recent debhelper 13.6 upload due to the removal
  of support for dh compat levels 5 and 6.

* It has no reverse dependencies (verified with "dak rm -n -R
  libfile-rsyncp-perl") as it was only ever needed by BackupPC ≤ 3.x
  (at least inside Debian) and also was written by the BackupPC
  upstream, see https://metacpan.org/pod/File::RsyncP and
  https://backuppc.github.io/backuppc/BackupPC.html#BackupPC-4.0

  And Bullseye already has BackupPC 4.x. So the current Debian
  BackupPC Team doesn't really care as we don't need it anymore. It
  has been replaced (function-wise, not file-wise) by the
  backuppc-rsync package, maintained by the Debian BackupPC Team.

* It was not part of the Bullseye release due to at least one of the
  mentioned RC bugs.

* Last upload was in late 2015 and was an NMU. (Last maintainer upload
  was in spring 2015.) And it's missing one new upstream release from
  2020, see https://metacpan.org/dist/File-RsyncP/changes
