I understand that the current suggested authenticated scheme
is rather oriented to passwords than to SSH key passphrases.
But you expect the latter. So in the coming package version 2.3+ds-4
three schemes will be available. The current one will stay as default,
the two new scheme follows your expectation. The difference between
them is that one is client oriented ('use_first_pass') and the other
is server oriented ('try_first_pass').
