In commit 693da74e, it appears lintian-brush changed both the override_dh_systemd_enable and override_dh_systemd_start sections in d/rules to override_dh_installsystemd with the result that there are now two override_dh_installsystemd rules in the makefile. The first is presumably ignored with the result that the postinst/prerm sections for the iscsid.service unit are omitted. Best regards, Dave Jones.
