I ran into this on 20180805.1 on Ubuntu 20.04, but I verified that the
same URLs are present in Debian's 20210605.1.
update-ieee-data references URLs (see the files_to_get variable near the
top) which which no longer work.
For example, this 404s:
https://standards.ieee.org/develop/regauth/oui/oui.txt
I found Ubuntu's bug on this:
https://bugs.launchpad.net/ubuntu/+source/ieee-data/+bug/1796047
That suggests this URL, which works (note http only; https hangs):
http://standards-oui.ieee.org/oui/oui.txt
