I am not sure this bug still exists with the rewrite of dh-haskell,
but please see below.

The dh sequencer now calls the same routines from Dh_Haskell.sh that
are also used by hlibrary.mk (both from haskell-devscripts), but under
both build systems I see the following messages for my source
'kickoff':

dpkg-gencontrol: warning: Depends field of package kickoff:
substitution variable ${haskell:Depends} used, but is not defined
dpkg-gencontrol: warning: Recommends field of package kickoff:
substitution variable ${haskell:Recommends} used, but is not defined
dpkg-gencontrol: warning: Suggests field of package kickoff:
substitution variable ${haskell:Suggests} used, but is not defined
dpkg-gencontrol: warning: Conflicts field of package kickoff:
substitution variable ${haskell:Conflicts} used, but is not defined
dpkg-gencontrol: warning: Provides field of package kickoff:
substitution variable ${haskell:Provides} used, but is not defined

There is also that one, but it may be less relevant:

dpkg-gencontrol: warning: package kickoff: substitution variable
${haskell:ghc-version} unused, but is defined
