As per https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1006428, dh-php was adjusted to stop injecting a bogus dependency in the dummy -all-dev packages for php-curl-all-dev. Such dependency blocks php-solr migration (and hence, it was removed from testing).
