I tried to apply the patch for Wireplumber, but it was not the issue for me.
But it gave me a lead. In fact wireplumber is conflicting with pipewire-session- manager. Wireplumber is replacing it but pipewire-session-manager was still installed by APT and the systemd service was not replaced by wireplumber. I removed pipewire-session-manager, wireplumber and pipewire-pulse. Then reinstalled them, and there is no more issue with Telegram.
