Where did you get the idea that the number of Debian-native packages should be minimised ? The source documentation you were using needs to be corrected, I think. Whether something should be packaged as Debian-native or upstream/diff depends on facts about the development process. It's not a decision where one answer should be avoided if possible; instead, it's a decision that generally just has one right answer in each case. You said in your report that the package being Debian-native causes derived distros some kind of problem. Do you have any more details about this problem ?
