RFC 3339 makes it mandatory to separate the date and time with a "T".
Cf. section 5.6 of RFC 3339, describing the timestamp syntax in ABNF:

date-time       = full-date "T" full-time

Replacing "T" with a space character is an option in ISO 8601, but not in RFC 
3339.

GNU date's --rfc-3339=seconds and --rfc-3339=ns options replace the "T" with a 
space character.
Please either correct the output format, or remove that option, or update the 
manpage to document the fact that the output does not respect the standard.
