Not sure this is necessary undesirable. The upstream wants every program to print a notice on them belonging to a group and suggestion to distribute them as a group, what might be addressed to Debian's derivatives. However, if you think these paragraphs should be moved to package description or debian/README.Debian, this could be done, but will need quite extensive patching.
