It may be strictly a Firejail bug.
Tootle was likely running within a Firejail sandbox when this bug was noticed. Considering another app (toot) has a very similar problem when running in Firejail, it’s more likely that firejail is preventing config files from being updated. As an extra test, I ran tootle outside of firejail and was able to add more accounts.
