After clean-up, this is easy to reproduce:
dpkg-reconfigure libnss-systemd

and get:

shadow:         files systemd systemd
gshadow:        files systemd systemd

looks suspicious.

The maintainer scripts code is generated by dh-nss, thus cloning the bug report for dh-nss. if ! grep -q -E '^[^#:]+:.*\s(systemd|systemd|systemd|systemd)\s' "${DPKG_ROOT}/etc/nsswitch.conf" ; then I guess there should be separate checks for each passwd, group, shadow and gshadow
