Latest composer (2.4.0-1) also triggered it. I worked around the issue
by declaring the file in debian/not-installed. Without it, an explicit

for debhelper (10.6.3+).
          (in the debhelper package: /usr/share/doc/debhelper/PROGRAMMING.gz)
