I was checking man-db packaging history and it was not clear to me why
start-stop-daemon was switched to the perl code. I don't understand
why s-s-d would not be available during debootstrap (didn't fine a
commit with the change, as it seemed to be included as part of a merge
commit, and just the changelog entry)?
