build-dependency on python3-nose or uses that package in debian/tests/control.

The dependency is actually leftover cruft, the tests use pytest now, but
the build-dep wasn't removed.
It should be fixed in the next upload (which won't come immediately
because new upstream release has lots of changes, work in progress).
