Those are the wrong settings. I agree it's a bit confusing, but click on the hamburger menu (≡) for the export, then choose preferences. On the left you will see a set of checkboxes, including metadata. Make sure the metadata one is selected (see attached). If that doesn't help, try deselecting "develop history". There was an old bug (which is supposed to be fixed) that caused metadata export to fail if the develop history stack got too big.
