Thanks for your report.
I've unable to reproduce the build failure as of now, using both a docker image and sbuild on my laptop (amd64 only).

The failing test simply tries to open /etc/hosts (which should be present inside chroot), read it and look for the string localhost inside.

I reported the issue upstream [1]
