I'll relax the checks in the maintainer scripts so that we only check
that the arch-specific lib dirs match /usr/lib* - the precise directory
they point to doesn't really matter for our purpose after all.
This fixes the issue and now usr-is-merged can be installed just fine
in nspawn on arm64.

I'll do an NMU shortly so that tomorrow I can begin the transition.
