packer is shipping a vendorized copy of hashicorp/hcl/v2, which requires github.com/apparentlymart/go-textseg/v12; there's no build-dependency on golang-github-apparentlymart-go-textseg-dev at the moment, but that bug is papered over by the golang-github-zclconf-go-cty-dev build-dep that pulls it indirectly. I'm working on an update of golang-github-zclconf-go-cty, switching it to a new golang-github-apparentlymart-go-textseg-v13-dev. This will expose the existing bug and make packer FTBFS when that happens. Adding golang-github-apparentlymart-go-textseg-dev to (Build-|)Depends should be a trivial fix, and I might do that before even proceeding with my plans regarding golang-github-zclconf-go-cty (and ultimately crowdsec).
