The original/reference pkg-config version 0.29.2 used to be in Debian
and shipped /usr/share/aclocal/pkg.m4 serial 12, but pkgconf 1.8.0 only
provides serial 11, corresponding to original/reference pkg-config version
0.29.1. This is a regression between Debian packages pkg-config (<< 1),
which was the original/reference pkg-config, and pkg-config (>= 1), which
is a transitional package towards pkgconf.

This means that doing a fresh build of an Autotools package will install
an older pkg.m4 which lacks the new macros PKG_WITH_MODULES,
PKG_HAVE_WITH_MODULES and PKG_HAVE_DEFINE_WITH_MODULES, and provides
less clear messages about what packages it is checking for.

(Mitigation: doing an `autoreconf` in an upstream `make dist` tree that
was prepared elsewhere will not overwrite m4/pkg.m4 with the version
with a lower serial number.)

This appears to have been fixed upstream in 1.9.0.
