Well, no. You haven't provided a reason and I fail to find an obvious one as apt's key functionality is hardly effected by a not (by default) working changelog sub-command… could Debian release with this "bug" unfixed? Certainly, given that it might/likely fails for other reasons like the online repository not actually providing changelogs.
