There is. You need to register on <https://tracker.debian.org/>, then 
go to <https://tracker.debian.org/endless-sky> and press the 
'Subscribe' button. Same on 
<https://tracker.debian.org/endless-sky-high-dpi>. Alternatively you 
can subscribe using email only, see 
<https://qa.pages.debian.net/distro-tracker/usage/messages.html#subscribing-to-a-package>

Yes, but there is no rush. I will submit them as PRs on github 
eventually.

There are more (minor) problems with the copyright summary. I will 
create issues/PRs about them for easier tracking (one already created 
- #7711).
