No, that isn't intentional. I was trying to match the configuration we had
previously used with Autotools, which included --enable-test-print-backend...
but it looks like that option doesn't actually do anything, whereas the
corresponding Meson option works.

It seems that wasn't previously enabled, so it's probably better to
go back to what was practically used with Autotools, meaning file and
cups. In the Autotools build, lpr was enabled if and only if cups isn't.
The reason I switched GTK from Autotools to Meson now is that upstream
have started talking about removing the ability to build with Autotools.
