No. Replacing it with an empty file will cause dpkg to notice it's a config file, and so replace it only if un-modified on the target host, ask otherwise.

And wouldn't it be better to replace it with an empty file so it's 'fixed' in testing->testing upgrades too?
and to ask I would need to use debconf, which would add unneeded complexity to the package (particularly considering this is a bug in testing->testing upgrade, and not in stable->stable).
