I couldn't see anything dodgy in your config. Are you willing to test the panel from the 4.4beta1 packages? You can get them by adding deb http://xfce.corsac.net unstable main to your sources.list and dist-upgrading (some plugins don't exist any more and some haven't been ported to the new chanel).
