Okay, it would appear that harfbuzz is now under team management? I'm not clear who to direct this to, but I created a MR: <https://salsa.debian.org/freedesktop-team/harfbuzz/-/merge_requests/4>

I'd love to see this included prior to bookworm. I tested it with a scribus build, but I didn't try running it. The build appeared to work properly. From the build:
