A pubplic domain standard does not mean its implementations are public domain 
as well.
It does not seem like it is free software: https://fonts.adobe.com/fonts/ocr-a.

But there is a version available at 
https://sourceforge.net/projects/ocr-a-font/ that might be free.
You can certainly replace it.
