the init scripts used to depend on the presence of /etc/hostapd/hostapd.conf. systemd however tries to continuously start the units unconditionally. This additional line in the units would be a simple fix: [Unit] ConditionFileNotEmpty=/etc/hostapd/hostapd.conf Thanks! Daniel
