I noticed yesterday that something was wrong on my system:

  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1028142

and this was because anacron was disabled due to bug 1019554.
Nothing was announced to warn the user about this issue
(except in the Misc Developer News).

Something should be done, such as a warning in the NEWS.Debian file
(or perhaps in some script during an upgrade).
