This IMHO means you're using an *unsupported* system setup!

None of the debootstrap variants lacks `Priority: required` packages and
I don't think this warrants a release-critical severity. (You might
argue about the exact wording of policy, but I think you should better
do that in a policy bug report or their mailing list. This is not a
practical problem until you use an unsupported setup, which means you
get to keep all the pieces. The name of the priority level should be
pretty self-explanatory - *required*, not recommended.)

As already mentioned, I think wishlist is the proper severity.
(And as said, I don't mind this being considered a bug or fixing it
which is simple... however with a relevant severity.)
