I'm at the Debian Med sprint and currently taking a look at various things to take care of.

be clarified as the data does not contain any explicit statements.

The lineages and the URL you mention are referenced as the "datasets" so that seems to be the license statement. Consequently I guess including them in the package for the autopkgtest is not an option as the ND clause in their license is incompatible with DFSG. We might still download one of them at autopkgtest time but I am not sure that's a good idea. Any comments?
