OK, but two weeks before the soft freeze is IMHO not a good time for this kind of experiment. We just went through literally months of debugging to get native compilation mostly working in emacs and hundreds of associated packages. I suspect your proposed change will yield a whole bunch of new bugs from people who don't install recommends, and then don't understand what is broken. With that said, I'm not the emacs maintainer, so I will bow out of the discussion.
