I have no idea how is this possible, but during build of live Debian iso of testing/bookworm, using live-build, I got this: Some packages could not be installed. It does contain libpulse-dev specified manually. And some other packages. So the pulseaudio itself is installed via transitive dependency (i.e. something like gnome or mate). (the actuall command line to apt is too long too list here, it has over 8000 packages specified). I had no issues few weeks ago, and I changed nothing. So something must have changed in packaging, apt or archive.
