Hi Adrian, Gregory,

Reading the comment above the version check, it seems to indicate that Gregory
isn't particularly enthusiastic to provide support for environments where
there's a mismatch between the python-zstandard module and an unbundled system
zstd library.

Although it 'might work' in practice -- and even though users may be careful
enough to figure out the correct place to complain to even if problems did
occur -- I reckon we should default to upstream's preferences unless there are
good reasons not to (and there might be; they're just not clear to me, if so).

(not only could complaints cause nuisance for upstream, but divergence could,
in my opinion, mean that Debian maintainers would take on more responsibility;
again fine if it makes sense to do that, but it might be helpful to agree why)
