IIRC, there were two possible versions listed by reportbug but I
honestly cannot recall if ~bpo11+2 was in that list.
I recall trying pulling in updates when the service broke but had nothing.
At your email, I tried again to check of there was an update to synapse
that I could test. It showed none. But this was a trick.
When I attempted to verify my installed version (so I could copy-paste
easily to revert upon attempting to forcefully install bpo11+2), I found
the maintainer of the server package I'm using has already updated to
use bpo11+2, as auto-update appears to have already run and pulled it in
early this morning, according to logs.

Are you sure you have verified this with 1.74.0-1~bpo11+2? Asking because that
was the version which was supposed to fix the issue by doing this (citing from
the changelog):
