It is #1024457 which has recently been fixed in apt 2.6.0. With older apt versions, use the option Acquire::Changelogs::AlwaysOnline=true. In any case you have to be online so that apt can fetch the changelog from metadata.ftp-master.debian.org. Cheers, Sven
