Attempting to unpack emacs-common/1:28.2+1-13 from Debian bookworm
on a minimal Debian bullseye with emacs-bin-common/1:27.1+1-3.1
installed, causes an unpack error from dpkg due to
/usr/lib/systemd/user/emacs.service being contained in both packages.
