since some months emacs-common is depending on emacs-el. I am weak remembering that this dependency should be just temporarily. On my side it is not important, but the Lisp-compiling during runtime feels stressful. I am not sure if that issue is related to emacs-bin-common. Can you leave this report open, until the emacs-el dependency is removed from emacs-common?
