This is not a false positive.

Quoting Debian Policy:

If build-time dependencies are specified, it must be possible to build the 
package and produce working binaries on a system with only essential and 
build-essential packages installed and also those required to satisfy the 
build- time relationships (including any implied relationships).
------------------------------------------------------------------------------------------

If you build the package on a chroot without tzdata installed, the build fails.

I've double checked again right now. The build succeeds if you have tzdata 
installed
and does not if tzdata is missing. Because tzdata is not build-essential, this 
is
a violation of a must directive in Debian Policy.

The only reason the bug is not serious is that Release Managers have asked not 
to
report it as RC, and I'm already honoring such request, but other than that,
this is still a bug.

Moreover, I included the following paragraph in my bug report:

If you could not reproduce the bug please contact me privately, as I
am willing to provide ssh access to a virtual machine where the bug is
fully reproducible.

If you have any difficulty to try the build on a chroot without tzdata,
the above offer still holds.
