Looking at the symbols file of libgudev, I see

  g_udev_device_get_sysfs_attr_as_boolean_uncached@Base 234

The generated dependency is too weak, due to the missing epoch, i.e. 1:230-3 > 234.

This epoch is only applied to the Ubuntu build though.
Do you by any chance have libgudev installed from a Ubuntu archive?

Mixing Debian and Ubuntu packages is not a supported configuration.

This epoch that is applied to the Ubuntu build would also explain, why the package was not updated when you upgraded to bookworm.

If you have installed packages from the Ubuntu archive, you might consider reverting this.
