Actually, further test show that dhcpcd-9.5.1, nor dhcpcd-10.0.1 don't fix this issue. What fixes it, is disabling the dhcpcd service in systemd. This works even with 9.4.1: interfaces are brought up all right after boot even without this service, and can be brought down and up again later!
