Bug#1039973: base-files: /var/local is root:staff 2775 instead of root:root 0755

Dear Maintainer,

/var/local/ is currently created with user:group ownership as root:staff, and 
permission bits as 2775

It should instead be root:root 0755 to better align with other systems.

Please change.
